Agenda Item 3: Annual report of the Direct General for 2018
Mr. Chairman,
In conclusion, China thanks UNIDO for its strong supports for the “Belt and Road” initiative and the successful organization of major events such as the first China International Import Expo(CIIE). In November 2019, China will host the second CIIE and looks forwards to the continued active participation by UNIDO and other parties with a view to injecting new impetus into global sustainable development and to jointly promoting global trade and world economic growth.
Agenda Item 5: Financial Situation of UNIDO
Mr. Chairman,
China has noted that UNIDO still faces major financial difficulties. In support of UNIDO’s work, China has decided to donate our share of UB (unutilized balances) of 2018 to UNIDO to fund its technical cooperation projects. China stands ready to work with all members to explore ways to appropriately address the UB issue and help UNIDO to ease its financial difficulties.
Agenda Item 6:2020-2021 Programme and Budget
Mr. Chairman,
China appreciates that UNIDO, under the leadership of Director General Li Yong over the past few years, has consistently improved management efficiency, strengthened institutional construction, improved internal processes, and provided high quality technical cooperation services to Member States. We hope UNIDO, while continuing the good momentum, will effectively plan its program activities and rationally and scientifically prepare its budgets in order to lay a good foundation for the work of the next biennium to better meet the needs of Member States.
China takes note of a significant budgetary increase in the 2020-2021 biennium and hopes that the Secretariat will take into full account the appeals of Member States to adopt various measures in effectively utilizing the available resources, improving work efficiency and minimizing financial pressure on Member States. Meanwhile, we also call on Member States to give full consideration to the actual needs of UNIDO while endeavoring to demonstrate flexibility so as to provide an adequate financial safeguard for the sound functioning of UNIDO.
China is aware of the impact of the new round of United Nations development system reforms on UNIDO’s regular budget. First, China supports the UN development system reform to effectively enhance the capability in implementing the 2030 Agenda for Sustainable Development. Additionally, China hopes that UNIDO, as an important UN agency to facilitate the achievement of sustainable development goals, Goal 9 in particular, will be able to more fully and deeply participate in the reform process and contribute to the inclusive and sustainable industrial development of developing countries. In closing, China also hopes that the Secretariat will communicate more with Member States with a view to appropriately addressing the financial impact of this round of reforms, especially on the cost sharing of the resident coordinator system. Per relevant UN resolution, the Secretary-General will assess the function of the resident coordinator system at the 75th session of the UN General Assembly, including relevant funding arrangements. Hopefully, the Secretariat will actively participate in the assessment process while playing a constructive role.
