Speech by Chinese Delegation at the 34th Session of UNIDO PBC on the “agenda Item 7 : Mobilization of Financial Resource“

China is pleased to note that in 2017 UNIDO continued the good momentum in the mobilization of financial resources with extra budgetary funds reaching $197.4 million and net funds available for implementation increasing for the sixth consecutive year to $217.9 million in 2017. These achievements are greatly attributable to the efforts made by UNIDO in recent years in enhancing internal management, taking part in international cooperation and building partnerships, and fully demonstrate that UNIDO’s technical services are positively recognized by all parties. It is our hope that UNIDO continue with the efforts to cement the cooperation with existing partners, actively develop and build new partnerships to mobilize more resources for supporting the inclusive and sustainable industrial development in Member States, particularly in developing Member States.

China has made financial contributions to the Partnership Trust Fund (PTF) for the Programmes for Country Partnership (PCP) and is pleased to see more members are joining us in this endeavour. The PCP has played an active role in leveraging partnerships, pooling resources and promoting the implementation of the industrial development strategy of the host country governments. The PCP now has become a flagship approach of UNIDO. The PCP pilot phase is going on smoothly with positive feedbacks. To further support the implementation of the PCP, China has contributed $2.5 million to the PTF in 2018. Here China calls on all Member States to make joint efforts in providing more support to the PTF to advance the current piloting phase and future expansion of the PCP.

China has taken note of the conflict between the steadily increasing funds for project implementation and the relative constraints of regular budget. It is our hope that to effectively meet the ever growing requests for UNIDO’s technical services, UNIDO ensure the completion of projects on schedule and with quality by further optimizing its business process and raising efficiency. We also would like to appeal to all Member States to render more support to UNIDO in core resources for a long-term healthy growth of this Organization.
