Organizational Context
The Programme Support and General Management Division (PSM) oversees four subsidiary entities namely the Human Resource Management Branch, the Financial Services Branch, the Information and Communication Management Services and the Operational Services Branch.
The position is based in the Information and Communication Management Services (ICM) which is responsible for leading the development and implementation of information systems to support the business processes and goals of the Organization through prudent use of information and communications technology (ICT) and effective knowledge management. The Operations Unit (OPU) is responsible for all network and server infrastructure in UNIDO at HQ and in the Field Offices as well as ICT user support.
Under the auspices of the Chief, PSM/ICM, and under the supervision of the Network Group Leader PTC/ICM/OPU, the incumbent is an ICT Security Officer who will have responsibility for all aspects of operational security of UNIDO Information and Communications Technology Systems.
After a certain number of years located at Headquarters, the incumbent must be prepared to rotate into a position in one of UNIDO's field offices, as part of the Organization's Field Mobility Policy.
Main Functions
Within delegated authority, the ICT Security Officer performs the following duties:
1. Collects information on IT security threats as related to UNIDO.
2. Inspects UNIDO systems and infrastructure for vulnerabilities.
3. Monitors systems and infrastructure status as well as related logs for indications of abuse.
4. Maintains Firewall Policy implementation as per ICT Policy.
5. Develops and deploy intrusion detection mechanisms.
6. Ensures the resolution of all emerging security incidents.
7. Follows up on the remedial actions taken to address weaknesses.
8. Verifies correct and secure operations of UNIDO's backup services.
9. Liaises with external security analysts and auditors.
10. Advises the Head of ICT Operations on the best practices related to security.
11. Coordinates independent security audits and reports.
12. Briefs network and system administrators on security matters.
13. Participate in ICT projects, as required as project team member.
14. Reviews available literature and participate in training and workshops to keep abreast of changes in ICT.
15. Implements the workplans for assigned areas.
16. Assists senior staff in drafting ICT policy and procedures.
17. Performs other related duties as required.
Required Competencies
Advanced level of communication and interpersonal skills, cultural sensitivity, ability to work in a learning oriented and multi-cultural environment, planning and organizational skills, analytical and problem solving skills.
Minimum Requirements
Education:
Advanced university degree in one or more of the following areas: computer studies, computer engineering, information management, business systems or other that provides the necessary exposure to the concepts of Information Security, Information Technology, and Information Systems that provides the analytical skills required to protect UNIDO's information systems.
Experience:
At least 5 years of increasingly responsible practical experience in information security, design and implementation of firewall and intrusion detection systems, web server and application security issues, relevant tools and information sources is required. Additional experience in UNIX/Linux and Windows-based systems administration and ITIL v3 methodology is preferred.
Language skills:
Fluency in English. Working knowledge of another UN language is an asset.
