Organizational Context
Financial Services provides the following services: budgeting; financial control; financial planning; management of financial resources, including extra-budgetary resources; cash management; financial management of technical cooperation projects; payments to suppliers/contractors; payroll; accounting and reporting for regular and operational budget activities as well as technical cooperation activities; policy advice on financial issues. The Accounts, Payments and Treasury Unit is responsible for financial accounting and control, reporting and funds management as well as providing policy advice on accounting and investment issues. The staff member is one of 3 professional staff members in the Accounts, Payments and Treasury Unit supervised by the Chief of the Unit.

Main Functions
- As an authoritative Specialist, is responsible for preparation of annual financial statements and reports on all operations of UNIDO in conformity with generally accepted accounting principles, International Public Sector Accounting Standards and Financial Regulations and Rules within statutory deadlines for presentation to senior management, policymaking organs and donors;

- Monitors and controls the financial assets and liabilities through regular review of, accounting systems; transactions recorded and reconciliation of general ledger control accounts for regular budget, operational budget, extra-budgetary resources and common services at Vienna International Centre;

- Contributes to the effective and efficient maintenance and control of accounting and reporting procedures and systems by reviewing and assessing for its adequacy, accuracy, validity, relevance, completeness, reliability and making recommendations for improvements taking into account the developments in International Public Sector Accounting Standards, Financial Regulations and Rules, recommendations of the External and Internal Auditors, decisions of senior management and / or policymaking organs;

- Reviews and monitors financial information to ensure that financial systems provide correct financial information with adequate system controls and validations with particular emphasis on improvements to chart of accounts, general ledger, subsidiary ledgers and other allotment accounts;

- Active participation in the development of accounting policies in compliance with International Public Sector Accounting Standards and in the preparation of the Finance Manual;

- In consultation with the Unit Chief/Director, Finance coordinates the assignment of tasks of the Accounts staff to ensure that work is distributed fairly among the staff. Supervises and guides the staff to achieve the desired results of the group, effectively;

- Drafts replies to relevant internal and external audit observations, reports and queries; documents and drafts instructions on various accounting guidelines, procedures and systems and on other related issues.

- After a certain number of years located at Headquarters, the incumbent must be prepared to rotate into a position in one of UNIDO's field offices, as part of the Organization's Field Rotation Policy.


Required Competencies
Ability to analyze and solve problems; ability to write in a clear and concise manner and to communicate efficiently; ability to plan, organize and complete tasks under pressure; ability to lead/work in a team.

Minimum Requirements
Advanced university degree preferably in accounting, finance, business administration, economics or university degree preferably in one of the aforementioned areas plus professional qualifications such as Certified Public Accountant or Chartered Accountant.

A minimum of seven years of progressively responsible experience in accounting and preparation of financial statements in compliance with GAAP/IPSAS/IFRS, etc. Relevant practical experience of which some should be at the international level. Knowledge and use of the common computer applications such as the Microsoft Office package and ERP applications is essential.

Fluency in English. Knowledge of French and/or German as well as another UN language is desirable.
