Organizational Context
The Programme Coordination and Field Operations Division comprises the Office of the Managing Director; the Research and Statistics Branch; the Regional and Field Coordination Branch; the Special Programmes Group, as well as the Secretariat of the Quality Advisory Group and Programme Approval Committee. The Research and Statistics Branch is responsible for carrying out analytical, statistical and research activities that are essential for UNIDO's contribution to the efforts of the international community in supporting the process of development, in general, and in alleviating poverty, in particular. The activities of the Branch are organized into two units: the Strategic Research and Regional Analyses Unit and the Statistics Unit. Under the overall supervision of the Director, Research and Statistics Branch and under the direct supervision of the Unit Chief (SRR), the incumbent is to undertake the analyses, with a long-term perspective, of the process and determinants of industrial development with particular focus on the issues of structural change, investment and technological change, as well as the impact of economic cycles and the evolving economic landscape on the manufacturing sector.
Main Functions
1.0 Establishment of a mechanism of regional, country, sectoral and related analyses from the perspective of industrial development: Development, test and continuous refinement of relevant methodologies and tools to undertake regional, country, sectoral and related analyses with emphasis on industrial development at sub-sector levels, including cross-country analyses, based on sound economic principles and advanced statistical methods. Work involves close cooperation with the Statistics Unit to develop and use new indicators, as well as keeping abreast of new analytical tools and methods to analyse the industrial performance of regions, countries and sectors. Work requires continuous dialogue and cooperation with Regional Programmes, Field Offices and national governments.
2.0 Production of regional, country, sectoral and related analyses of industrial development and its main determinants with emphasis on the impact of economic cycles on the manufacturing sector: Production of regional and country analyses of the manufacturing sector and its main subsectors building on UNIDO's own data and other reliable sources of information. The long-term analyses focus on three core analytical issues: structural change, investment and technological change. They also portray and analyse the impact of economic cycles and the evolving economic landscape on the manufacturing sector. The analyses are instrumental to facilitate and articulate a policy dialogue with UNIDO's Member States and constitute an input to the industrial policy-making process.
3.0 Technical cooperation to build capacity in developing and transition-economy countries to undertake regional, country, sectoral and related analyses of industrial development and its main determinants: (a) Development, formulation, implementation and backstopping of technical cooperation projects and preparation of related project proposals and documents to transfer UNIDO's country analysis methodology to selected countries and, thus, enhance their domestic capacity through the provision of training and technical support to undertake such analyses that will, in turn, contribute to underpin the industrial policy-making process. Includes discussions and negotiations with concerned parties, recruitment of international and national experts, and monitoring and evaluation of the projects. (b) Regular communication and interaction with UNIDO's Programme Development and Technical Cooperation Division to support the identification and formulation of new activities in the field of private sector development and industrial policies. (c) Contribution to the development of training material and course work for dissemination of UNIDO's experience and research findings. (d) Establishment and maintenance of a network of top academics, business leaders, development practitioners and policy making collaborators.
4.0 Industrial development policy advice at the global, regional, national and sectoral levels: Development, formulation and implementation of advise and recommendations on industrial policy for UNIDO's Global Forum activities, other UN and international agencies and national governments, particularly on the interaction between industrial strategy and UNIDO's thematic priorities on poverty alleviation, trade capacity building and energy and environment.
5.0 Contribution to UNIDO's research activities: Technical work and contributions to UNIDO's research activities in the field of structural change, investment and technological change, as well as in industrial strategies and policies and the impact of economic cycles on the manufacturing sector, particularly through the illustration of regional, country and sectoral experiences of energy efficient and sustainable industrialization contributing to poverty alleviation.
Completion of other tasks and duties as required by the Director.
After a certain number of years located at Headquarters, the incumbent must be prepared to rotate into a position in one of UNIDO's field offices, as part of the Organization's Field Rotation Policy.
Required Competencies
Analytical background and demonstrated experience in supporting the formulation and implementation of industrial strategies and policies. Advanced knowledge of latest analytical tools and quantitative techniques and methods. Excellent oral and written communication skills, including the ability to produce a variety of written reports, papers and communications and to articulate ideas in a clear, concise style. Proven competence in leading the publication of reports and papers presenting complex issues, including policy recommendations, to large, non-technical audiences. Ability to establish and maintain effective relationships with colleagues, other staff and outside collaborators. Demonstrated competence and experience in negotiating with high-level government officials and decision makers. Flexibility to adapt to varying demands. Facility to provide creative and innovative solutions.
Minimum Requirements
Education: Advanced university degree (PhD) in a field of direct relevance to economic development, preferably development or industrial economics.
Experience: At least five years of relevant working experience, including some at the international level, in research in the field of economic development. Experience in collecting and interpreting qualitative and quantitative information and in drafting high-level analytical reports including cross-country analyses and industrial policy recommendations. Demonstrated familiarity in the preparation of training materials and the delivery of training courses to policy-makers.
Languages: Fluency in English, Spanish and French. Proficiency in other UN official languages will constitute an advantage.
