Organizational Context
The Programme Development and Technical Cooperation Division (PTC) is responsible for providing technical cooperation (TC) services on technological and economic issues in the following areas covered by seven branches: Trade Capacity-building; Investment and Technology Promotion; Agri-Business Development; Industrial Policy and Private Sector Development; Environmental Management; Montreal Protocol and Energy and Climate Change.

The Environmental Management Branch (EMB) promotes the growth of “green industries” in developing countries and countries with transition economies, with the goal of encouraging an industrial development that is efficient as well as protective of the natural environment. In addition, the Branch acts as the focal point within UNIDO for relations with the Commission on Sustainable Development and the Marrakesh process. The Branch is responsible for maintaining and developing the global network of National Cleaner Production Centres established in cooperation with UNEP. This position is located in the Stockholm Convention Unit (EMB/SCU), which is responsible for supporting countries to implement the requirements of the Stockholm Convention on Persistent Organic Pollutants (POPs).

Under the overall guidance of the Branch Director and the direct supervision of the Unit Chief, EMB/SCU, the incumbent will work closely with the team members in the Unit and colleagues and counterparts to develop and implement technical cooperation programmes on POPs, assist Governments in the preparation of policies, strategies, action plans and national as well as regional programmes, and in updating relevant data and information for monitoring the phasing out of POPs and harmful substances to health and to the environment.

After a certain number of years located at Headquarters, the incumbent must be prepared to rotate into a position in one of UNIDO’s field offices, as part of the Organization’s Field Rotation Policy.

Main Functions
Programme Development: Develops and formulates UNIDO technical cooperation programmes/projects focusing on remediation of contaminated sites by POPs chemicals, elimination and reduction of emissions and releases of industrial POPs chemicals from production processes and related hazardous waste management requirements in the developing countries and countries of economies in transition; Prepares post National Implementation Plan (NIP) programmes on remediation of contaminated sites, and activities aiming at Global Environment Facility (GEF) and other funding sources leading to sustainable chemicals management and to introduction of environmentally sound technologies, as well as prepares related project documents including technical specifications and cost estimates, thus enabling the Unit to meet its established programme targets; Contributes to UNIDO’s programme in the area of POPs contaminated sites by acting as technical specialist in negotiations related to technical cooperation programmes and coordinates with various organizations at the national, regional and international levels the modalities of implementation of measures for treatment and disposal of obsolete stocks of POPs chemicals.

Technical Cooperation Implementation: Assumes responsibility for the provision of implementation services or assigned inputs ensuring delivery on time and within allocated budgets. This includes: (a) selection and recruitment of experts/consultants and briefing them and field personnel, providing advice and support to field staff, review and appraisal of project progress, technical and final project reports; (b) selection of firms to be invited for bids and evaluation of tenders concerning services and equipment, recommendation of contracts to be awarded and monitoring the delivery of inputs; (c) participation in review meetings; (d) organization of specialized technical training courses involving preparation of programmes, negotiation with host institute, selection of countries and participants, preparing outlines for lectures, editing and correcting documentation, lecturing on substantive subjects, directing activities and evaluating impact.

Responds to the requirements of UNIDO’s clients: This-includes: (a) commenting on, appraising or revising draft project documents submitted by requesting Governments ; (b) participating in mission to elaborate technical services in POPs contaminated sites management, clean-up and disposal technologies, and industrial pollution, within country or regional strategies; (c) advising Governments on financing institutions such as the GEF, multilateral and bilateral organizations and other strategic partners to mobilize resources for UNIDO-led programmes/projects; and (d) provision of technical advice to strategic partners/donors.

Technical Support Activities: This includes: (a) coordinating the operational activities of the programmes with the GEF secretariat, GEF agencies and other donors; (b) within areas of specialization, he/she monitors global trends and best practices. Proposes new initiatives or changes to ensure that the Organization’s practices are current and reflect up-to-date technical and management practices. Based on lessons learned, recommends adjustments to UNIDO’s future programme priorities and long-term orientation. (c) Performs other related duties and ad-hoc assignments as required.

Required Competencies
Technical: Knowledge of the Stockholm Convention approach to identification and classification of technologies and remediation of contaminated sites; Ability to analyze reports emanating from experts, institutions, companies and other sources, as well as to review and assess new ideas and approaches to scientific, technical and economic developments; Ability to prepare substantive technical papers related to the Stockholm Convention on POPs to support the global function of UNIDO.

Behavioral: Strategic thinking and analysis and ability to develop and implement innovative approaches in cooperation with internal and external strategic partners; Planning, organizing and problem solving abilities; Proven interpersonal skills and ability to work in a multi-cultural and multi-ethnic environment with sensitivity and respect for diversity; Proven ability to work well within or lead a team; Excellent verbal and written communication skills; report writing skills;Ability to work under pressure and to meet tight deadlines.

Minimum Requirements
Education: Advanced university degree in chemical engineering, soil science and technology, or industrial chemistry preferably with specialization in environmental management of contaminated sites or other related environmental technology disciplines.

Experience: A minimum of 5 years experience in the development, formulation and execution of multi-disciplinary and cross-sectoral programmes and projects, including practical experience in the field of remediation technologies, process engineering and/or management of chemicals. Practical experience with the implementation of multilateral environmental agreements, with relevant international regulations, the United Nations, the GEF, and developing countries is desirable.

Languages: Fluency in English required. Working knowledge of another official language of the United Nations, particularly French or Spanish, desirable.
