Organizational Context
The Programme Support and General Management Division oversees four subsidiary entities namely the Human Resource Management Branch, the Financial Services Branch, the Information and Communication Management Services and the Operational Services Branch.

The Human Resource Management Branch in the Programme Support and General Management Division (PSM/HRM) provides a broad range of services, including the development of policies, systems and tools that facilitate human resource management, thus enabling the Organization to achieve its business and strategic goals while upholding the impartiality and fairness embodied in its Staff Regulations and Rules. The specific functions of HRM include: (a) human resource (HR) policy and procedures; (b) human resource planning, job classification and recruitment; (c) organizational learning, career development and staff performance management; and (d) administration of compensation and entitlements; social security as well as employee relations.

This position is located in the Human Resources Planning and Development Unit (HPD), which has responsibility for human resource planning, job classification and recruitment; organizational learning, career development and staff performance management. Under the direct supervision of the Unit Chief, HPD Unit and the overall supervision of the Director of the Branch, the incumbent serves as the specialist in the areas of career development and staff performance management, organizational learning and knowledge management. This includes developing strategies and initiatives to take into account global trends and best practices in international organizations in the relevant functional areas.

After a certain number of years located at Headquarters, the incumbent must be prepared to be rotated into position in one of UNIDO's field offices, as part of the Organization's Field Rotation Policy.

Main Functions
Develop and implement methodologies for identifying individual(s) and group(s) training needs, and implement appropriate strategies for responding to these needs; conduct annual learning needs analysis drawing on inputs from the performance management system and other sources and prepare an annual learning plan for the Organization;

Design and implement learning programmes for all categories of staff in the organization based on learning needs analysis; follow up implementation of staff participation in external programmes; plan, design and implement learning and development programmes, including facilitating learning events as required, to meet identified needs both at individual and branch levels: this includes formal training courses, group workshops, computer-based learning, e-learning and blended learning;

Evaluate on a regular basis the results of learning and development programmes in order to promote continuous improvements at both individual and organizational level;

Prepare terms of reference for selection of learning providers, evaluate bids received and make recommendations for selection of learning providers;

Keep abreast of best practices with the view to adapting or proposing new staff and career development schemes, with particular emphasis on acknowledging and rewarding outstanding performers;

Manage the succession planning and implement the rotation element of the field mobility policy; maintain a roster of candidates available for reassignments and make proposals for reassigning them when opportunity arises;

Implement an effective staff performance management system including a reverse appraisal system. This includes advising managers and staff on all aspects of the performance management system and its implementation and compliance as well as the application of the principles of results based management. Manage the information solicited from the performance reports; including identifying the development needs of staff members and ensuring that corresponding staff development initiatives are provided;

Develop and implement from the HR perspective mechanisms for knowledge management in the Organization: the incumbent will make proposals, develop methodologies and coordinate with other organizational units to implement knowledge management practices by, inter alia, conducting exit interviews for separating staff members and developing communities of practice to share knowledge; routinely assess the effectiveness of knowledge management initiatives for their continuing relevance and make proposals for improvements;

Keep abreast of new developments, approaches and best practices within and outside the UN system in the areas of knowledge management, learning, staff and career development and performance management and participate in relevant inter-agency working groups and forums;

Required Competencies
Strategic thinking; planning, organizing and problem solving abilities; analytical and negotiation skills; ability to work with minimal supervision in a multicultural environment; good inter-personal skills; cultural sensitivity; excellent verbal and written communication skills; ability to work under pressure and to meet tight deadlines.

Minimum Requirements
Education: Advanced level university degree in human resources management or adult education, public or business administration, international relations, law or related area.

Work Experience: A minimum of 7 years of professional experience including at the international level, in the areas of staff development and performance management. Experience in managing the design and implementation of learning and staff development schemes, including facilitating workshops and training courses and in the use of information technology and other multi media to deliver learning essential. Experience in Knowledge management highly desirable.

Languages: Fluency in English. Working knowledge of another UN language an asset.
