Organizational Context
The Programme Coordination and Field Operations Division comprises the Office of the Managing Director; the Research and Statistics Branch; the Regional and Field Operations Branch containing five regional programmes for the Africa, Arab States, Asia and the Pacific, Latin America and the Caribbean, and Europe and Newly Independent States (NIS) regions. The Division also contains a Special Programmes Group covering UNIDO programmes on issues related to South-South and LDC matters, and human security coordination, as well as a Resource Mobilization and Quality Assurance Branch responsible for securing, administering and coordinating the financial resources required for UNIDO’s technical cooperation activities, and for promoting the quality of these activities. Moreover, the UNIDO field network, comprising Regional and Country Offices, UNIDO Desks and UNIDO Focal Points, is under the substantive and administrative supervision of the Division.
The Research and Statistics Branch is responsible for carrying out analytical, statistical and research activities that are essential for UNIDO’s contribution to the efforts of the international community in supporting the process of development in general and reducing poverty in particular. The Branch develops and implements a UNIDO research agenda and proposes strategic partnerships to leverage UNIDO’s capacities and expertise. The activities of the Branch are organized into two units, the Strategic Research and Regional Analyses Unit and the Statistics Unit. Under the overall supervision of the Director, Research and Statistics Branch, and the direct supervision of the Chief of the Statistics Unit, the incumbent directly contributes to the activities of the Statistics Unit on the compilation, storage and dissemination of worldwide industrial statistics, which need to be internationally comparable in terms of data quality and statistical definitions, as well as technical cooperation with developing countries and countries with economies in transition.
After a certain number of years located at Headquarters, the incumbent must be prepared to be rotated into a position in one of UNIDO's field offices, as part of the Organization's Field Rotation Policy.
Main Functions
Maintenance and upgrading of the data stored in the UNIDO database (e.g. economic industrial statistics in the census and national accounting concepts, industrial production indexes, MVA base weights): (a) Develop relevant methodologies for data estimation, screening and adjustment in line with available international standards in order to supplement/improve the data reported by national/international data sources. (b) Provide technical guidance to the Statistics Unit’s data production staff.
Technical cooperation for statistical capacity building in developing countries and countries with economies in transition: (a) Develop and formulate technical cooperation projects based on purposes/specifications given by recipient countries (those projects may be subcomponents of the organization’s country-specific integrated programmes or stand-alone projects) and prepare related project proposals and documents. (b) Implement and back-stop those projects (including discussions/negotiations with concerned parties, recruitment of international experts, and monitoring and evaluation of the projects). (c) Contribute to development/upgrading of the Unit’s technical cooperation tools (e.g. establishment survey manual, prototype computer software for data processing in the area of industrial statistics at national statistical offices).
Statistical services to users: In response to daily-incoming information inquiries by data users (internal and external), provide advisory services to the users with regard to the availability and applicability of the data stored in the UNIDO database and to alternative data sources relevant to the users’ purposes.
Contribution to the preparation of statistical publications: Contribute directly to the production of the Unit’s statistical publications (e.g., International Yearbook of Industrial Statistics, Statistical Country Briefs, Statistical Regional Outlooks) through coordination and quality assurance of the preparatory work, development/modification of statistical tables and drafting/maintenance of descriptive part of the regular publications.
Required Competencies
A good knowledge of statistical survey methods and data analysis using uni-and multivariate tools is highly desirable. Thorough familiarity with international statistical standards, high ability to manipulate large statistical databases on a computer system by using statistical software packages such as PC-SAS.
Minimum Requirements
Education: Advanced degree in statistics and/or macroeconomics with strong statistical background.
Experience :At least five years of practical experience in statistical data production at a national/international statistical agency in the field of economic statistics.
Languages: Fluency in English; proficiency in other UN languages a distinct asset.
