Organizational Context
Within the Programme Coordination and Field Operations Division, the Special Programmes Group has the responsibility to develop programmes for South-South Cooperation and special programmes of assistance for least developed countries (LDCs). It is also responsible for developing and coordinating UNIDO’s support programmes for countries facing challenges to human security as a result of complex emergencies, in collaboration with civil society organizations (CSOs) where appropriate and feasible.
The incumbent is part of a team of professional staff in the group. Working directly under the supervision of the Director of the group he/ she will form and lead task-based teams in the implementation of South-South Cooperation activities. The function requires intensive collaboration and guidance provided to internal technical branches to shape the technical responses to offers and demands from member countries and institutions in the field of South-South Cooperation. Additionally it requires collaboration, coordination and guidance provided to the management of UNIDO South-South Cooperation Centers and to UNIDO representatives in the host countries of those Centers. This aspect will span a range of issues: budgetary management and monitoring; programme coordination; programme prioritization and programme evaluation in the field. Finally, the function requires intensive interaction with internal and external parties to report to UNIDO and UN policy organs on the programmes for South-South Cooperation and support to LDCs when required.
After a certain number of years located at Headquarters, the incumbent must be prepared to be rotated into a position in one of UNIDO’s field offices, as part of the Organization’s Field Rotation Policy.
Main Functions
As Team Leader, innovates and implements new programmatic approaches, develops programmes and projects in the framework of UNIDO established South-South Centers; identifies sources of funding and proposes new strategies for resource mobilization; monitors and reports on UNIDO's South-South Cooperation Programme and its programme of support to LDCs;
Collaborates with and provides guidance to internal technical branches to shape and form the technical responses to offers and demands from member countries and institutions in the field of South-South Cooperation;
Coordinates with and provides guidance to the management of UNIDO South-South Cooperation Centers and to UNIDO representatives in the host countries of those Centers; manages and monitors budgetary issues; coordinates programmes and is responsible for programme prioritization and programme monitoring in the field;
Interacts with internal and external parties and report to UNIDO and UN policy organs on the programmes for South-South Cooperation and support to LDCs;
Identifies opportunities, formulates UNIDO responses and monitors the achievements of programmes emanating from the specializations and mandates of the Organization; coordinates the contributions of parties concerned with a view to provide programme coherence, both at Headquarters and in the Field; reports on the initiatives undertaken and the results/impact achieved in order to develop/achieve Member States' support for the programmes.
Required Competencies
Advanced level knowledge and experience in programme design, development and implementation. Demonstrated professional competence in problem solving. Skilled negotiator with a collaborative approach to client relations. Effective communicator and advocate for the Organization’s role in the field. Proficient level in negotiation to build consensus between strategic partners. Demonstrated teamwork capacity to enhance performance and results of, in particular, inter-organizational teams or working groups. Proficient in oral and written communication skills.
Minimum Requirements
Education: Advanced university degree in development studies, economics or engineering.
Experience: A minimum of seven years experience in bilateral or multilateral economic development cooperation, including some assignments at the international level, knowledge and understanding of economic problems in developing countries and particularly in LDCs. Field experience in development programmes essential.
Languages: Fluency in English required. Knowledge of another UN language desirable.
