Organizational Context
The Programme Development and Technical Cooperation Division (PTC) is responsible for providing technical cooperation services on technological and economic issues in the following areas covered by six Branches: Trade Capacity Building; Investment and Technology Promotion; Agro-industries; Private Sector Development; Energy and Cleaner Production and the Multilateral Agreements.
The mandate of the Private Sector Development Branch (PSD) is to enhance the contribution to industrial development of the private sector as the engine of growth for poverty reduction. The Rural and Women Entrepreneurship and Human Security Unit (RWE) focuses specifically on creating a business environment that encourages initiatives of rural and women entrepreneurs, and on strengthening human and institutional capacities to foster entrepreneurial dynamism and improve productivity and human security.
Under the overall supervision of the Director, PTC/PSD (D-1), under the guidance of the Unit Chief and in collaboration with Professional Officers at the P-4 and P-3 levels, the incumbent acts as specialist for selected programmatic initiatives in the field of private sector development, specified below.
After a certain number of years located at Headquarters, the incumbent must be prepared to be rotated into a position in one of UNIDO’s field offices, as part of the Organization’s Field Mobility Policy.
Main Functions
Identifies, designs, develops and implements technical cooperation projects within the UNIDO programme on private sector, entrepreneurship and SME development. Such services focus on capacity building for the delivery of public goods that support the development of the private sector, primarily those related to the improvement of entrepreneurial human resources and an institutional environment that encourages entrepreneurial initiatives as well as geographical and gender balance.
As a team member in UNIDO Integrated Prorammes and Country Programmes, contributes with technical and complementary inputs to optimize design, focus, and the mobilizing of resources for programme components covering private sector, entrepreneurship and SME development;
Participates in the development of new concepts and innovative approaches and in the organization of workshops and expert group meetings to enhance focus, orientation and results under this UNIDO programme.
Assists in collecting data on global, regional and national trends and in carrying out surveys and analyses, thus contributing to the development of UNIDO’s future programme priorities and longer-term orientation.
Performs direct technical advisory functions to Member States promoting UNIDO services concerned with private sector, entrepreneurship and SME development.
Liaises with relevant UN organizations and multi-/bilateral development assistance agencies, relevant institutions and NGOs, to strengthen inter-agency cooperation and mutually reinforce inputs of agencies concerned with private sector development.
Performs other related duties and ad hoc assignments as required, including participation in conferences and seminars to enhance UNIDO’s visibility as a major player in private sector development.
Required Competencies
Expertise in the field of private sector development and, familiarity with the UN system in this field, particularly in entrepreneurship development. Demonstrated ability to communicate and influence decisions on programme implementation and inter-agency cooperation. Strong interpersonal skills; ability to lead teams of project staff and enhance team performance in integrated programme teams. Good negotiation skills to contribute to effective project identification, development and design and mobilization of resources.
Minimum Requirements
Education: Advanced university degree in industrial economics, or business administration. Major courses in development economics, economic growth and public policy for private sector development, are an advantage.
Experience: A minimum of 5 years of professional (including international) experience, particularly in technical cooperation activities promoting competitive SME development, public policies and programmes.
Languages: Fluency in English and French. Knowledge of a further UN language, in particular Spanish, would be an asset.
