Organizational Reference:
The Office of the Comptroller General (OCG) has overall responsibility for the functions of internal oversight, programme/project evaluation, programme policy monitoring, financial controls, information and communication management, and other relevant areas with a view to, inter alia, promoting improvements in a coordinated manner to ensure optimal use of the resources available to the Organization. These functions are performed through the conducting of proactive systematic reviews and evaluations of the rationale, adequacy, efficiency and effectiveness of management control systems, as well as monitoring of all operations of the Organization. OCG also gives analytical and objective feedback to management on the relevance, effectiveness and impact of UNIDO's services and provides independent upstream advice on managerial and programmatic matters. OCG further acts as the focal point for all liaison activities, with, inter alia, the Joint Inspection Unit, the External Auditors and other strategic partners.
Post Main Functions:
Under the direct supervision of the Comptroller General, the incumbent will assist him/her in: providing upstream policy advice on managerial, organizational and programmatic matters as well as accountability framework; ensuring the financial integrity of the Organization; introducing control mechanisms to safeguard the Organization's interest; improving efficiency, effectiveness and economy; reviewing the technical cooperation programmes implementation process to ensure alignment of corporate resources, effective, efficient and timely achievement of intended results/impact; monitoring and reporting upon the utilization of all resources entrusted to the Organization and recommending remedial actions to ensure optimal use of the available resources; providing inputs for the preparation of the Medium-Term Programme Framework, Programme and Budgets, Annual Report etc.; liasing with External Auditors, Joint Inspection Unit, Member States, policy-making organs and other strategic partners on relevant issues. More specifically, the incumbent will carry out the following:
? Assists in planning, coordinating and assessing the work programmes of various component units of OCG, as well as providing inputs to the overall strategic direction and focus of OCG, ensuring comprehensiveness and quality of the programmes. These include the review, evaluation and reporting of all organizational activities and provides the Comptroller General with inputs on major risks and emerging opportunities on wide-ranging, management, programmatic, policy, organizational, administrative and financial issues covering and/or affecting all activities of the Organization. Drafts new policies, concepts and principles, and in particular develops pragmatic solutions for delicate, complex and sensitive problems;
? Assists in launching new initiatives on management and organization matters, programmatic improvements, administrative and financial reforms and other complex matters covering very broad activities that directly affect a wide range of the Organization's activities to improve efficiency, effectiveness and economy in order to protect the interests of the Organization. Also advises on the implementation, management and coordination of the proposed measures and suggests corrective actions and reforms to the Organization's operational structure, processes and procedures and recommends changes and measures to overcome any bottlenecks that may be identified;
? Assists in monitoring the development of Result-Based Management System and providing the control framework needed to ensure that all the Organization's activities contribute towards UNIDO's Business Plan, Strategic Guidelines Towards Improved UNIDO Programme Delivery, the Medium-Term Programme Framework and the Millennium Development Goals, as well as monitoring the assessment of the impact of UNIDO's activities, linkages between Global Forum and TC activities and other related tasks. Also provides inputs for the Medium-Term Programme Framework, Programme and Budgets, Annual Reports and other documentation required;
? Monitors, in cooperation with other organizational units, and reports upon the utilization of all resources entrusted to the Organization and recommends remedial actions to ensure optimal use of the available resources. Ensures the adequacy, integrity and quality of the information systems and databases. Assists in ensuring the financial integrity of the Organization through developing and implementing various proactive control mechanisms and assures their adequacy. Assists in initiating and enforcing measures and procedures to improve efficiency, effectiveness and economy in order to protect the interests and assets of the Organization;
? Reviews technical cooperation programmes implementation process to ensure alignment of corporate resources, effective, efficient and timely achievement of intended results/impact and recommend measures to improve the technical cooperation activities. Advises on the appropriate implementation, management and coordination of UNIDO programmes; monitors the demand for UNIDO' services and organization's responses. Identifies and recommends programmes and projects for in-depth evaluations and special reviews and assessments. Assists in drafting necessary guidelines and control framework;
? Assist in liaison with External Auditors and Joint Inspection Unit and other strategic partners by drafting replies to external audit observations, reports and queries and recommending appropriate action and ensuring adequate and timely follow up on pending matters;
? Undertakes other related duties or special studies and reviews as required.
Professional Requirements:
Education and functional related experience: Advanced University Degree in Business or Public Administration, Management, Economics, Finance, or other relevant disciplines. A minimum of 12 years of progressively responsible experience in a management and/or control function at senior level including substantive analytical experience in the assessment of strategic management, financial and organizational control processes, of which 6 years should be at the international level. Excellent ability to design diverse management reports , statistics and tables and present verbally such reports. Knowledge of computerized information systems and use of the common computer applications such as the Microsoft Office package, and database programmes. Knowledge of UN/UNIDO activities, an asset.
Languages: Fluency in English. Working knowledge of other UN official languages an asset. Working knowledge of German an advantage.
Technical/Managerial Competencies: Strategic thinking and highly developed analytical skills; excellent written and oral communication skills; Planning and Organizing; Problem Solving and Team Orientation. A great deal of tact and discretion also required, as well as the ability to work under extreme pressure.
